Rigged Market

I've been noticing lately that my trades are getting pre-empted.  For example, I put a sell at the buy price, and immediately the buy price drops, leaving me  to wait or chase it down.  Same with buying a stock at the ask, then the ask immediately moving up, making me chase it.   Found this article that explains this behavior.  Pretty crooked in my opinion:
